This is a question that has many answers. Depending on who you ask and where, the answer to this question can vary. The levels of complexities to this question are immense. Due to the public nature of this form of expression you can have varying opinions and perceptions, especially misperceptions! It is in my best intentions to answer this question from my personal experience and over 2 decades of participations in this art form to simply share my answer.
